Lcdo. Rolando Emmanuelli Jiménez, J.D., LL.M., J.S.D.

Rolando Emmanuelli Jiménez was born in Ponce, Puerto Rico. He completed his pre-university studies in that city and his Bachelor's degree at the Río Piedras Campus of the University of Puerto Rico, graduating Magna Cum Laude in 1983 with a concentration in Political Science.

He continued legal studies at the Law School of the same University, graduating as Juris Doctor with the Magna Cum Laude distinction in 1986 and passing the bar exam that year with a 98th percentile score.

In 1992, he obtained a Master of Laws (LL.M.) degree from the Center for Advanced Legal Studies of the P.U.C.P.R. in San Juan, where he received the Academic Excellence Award and the Award for the Most Outstanding Student in the General Concentration of the Master of Laws Program.

He has been a professor at the Law School of the Pontifical Catholic University of Puerto Rico, at the Eugenio María de Hostos Law School in Mayagüez, and at the Inter American University School of Law.

As a professor, he taught courses in Evidence Law, Criminal Law, Criminal Procedure, Constitutiona3l Law, Legal Aid Clinic, and Legal Informatics. He has published various 4articles on legal topics in specialized journals and hundreds in various newspapers in Puerto Rico. Additionally, he frequently contributes community guidance in oral and written media regarding a diversity of legal topics.

He regularly offers continuing education seminars for lawyers and the general public. These conferences cover different legal topics such as the PROMESA Law, bankruptcies, business restructuring, evidence law, litigation, and ethics.5

As a lawyer, he practices persona7l and business bankruptcy law and advises on the PROMESA Law. He litigates complex controversies, including corporate law, health law, contract law, labor law, and damages and torts.

He published the first edition of the Prontuario de Derecho Probatorio Puertorriqueño (Puerto Rican Evidence Law Digest) in 1994, which was awarded Legal Work of the Year by the Puerto Rico Bar Association in 1995 a11nd is used 12as a textbook in law schools and specialized criminology and forensic science programs. The second edition of the13 Prontuario was released in Augus14t 2005, the third in 2010, and the 4th in 2015. In 2012, he published the Compendio de Derecho Probatorio Puertorriqueño, aimed at undergraduate students and practicing lawyers.

In 2014, he published Reestructuración de los Negocios para Enfrentar la Crisis (Business Restructuring to Face the Crisis), which clearly exposes the general and specific measures that companies can take to deal with the economic crisis.15

In 2015, he published Abecé del Derecho Puertorriqueño: Lo que necesita saber sobre las leyes principales de Puerto Rico (ABC of Puerto Rican Law: What you need to know about the main laws of Puerto Rico). The book co17ntains 85 legal topics and simply explains the main laws that have a daily impact on the lives of Puerto Ricans.

In 2016, he published “PROMESA”, awarded Legal Work of the Year by the Puerto Rico Bar Association, in which he analyzes in 22detail the provisions of the Law, in order to define the impact it will have on all aspects of our life as a People. The simple exposition of the content of the Law serves as a basis for the beginning of the debate to adequately answer the question: what is the route or strategy that Puerto Rico must follow to deal with the application of this Law?

In 2017, he published the multimedia book: La quiebra puede ser la solución (Bankruptcy Can Be the Solution), in which he exposes in brief articles, together with video talks, the benefits and consequences that bankruptcy law offers to consumers.

His most recent work in the field of Eviden25ce Law was written under commission from the Justice Studies Center of the Americas (JSCA) and titled Reglas de Evidencia en Puerto Rico. Análisis legal y empírico sobre su aplicación en los procesos judiciales (Rules of Evidence in Puerto Rico. Legal and empirical analysis on their application in judicial proceedings). The book contains the first empirical work on the implementation of the 2009 Rules. It included interviews with lawyers, and focus groups of judges and prosecutors.

Recently, he completed his Doctor of Juridical Science (JSD) degree from the Inter American University School of Law. Currently, he serves as the president of Bufete Emmanuelli, C.S.P. with offices in Ponce and San Juan.
